Liair is a fictional city-state created for a science fiction setting. It is depicted as a coastal urban center that blends maritime heritage with modern technology and serves as a political and cultural hub within a regional federation.

Located on a crescent bay along a temperate–tropical boundary, Liair features tidal canals, stone quays, and elevated districts that rise above a network of green corridors. The city’s layout emphasizes walkability and access to the waterfront, with public spaces that blend historic architecture and contemporary design.

Founded in the 13th century by harbor guilds, Liair gradually gained de facto independence in the 15th century and later joined a regional federation, maintaining a strong autonomous administration. The government operates under a semi-democratic system with a City Council elected by districts, and it maintains specialized committees for finance, planning, science, and cultural affairs.
