Semidemocratic describes political systems that combine elements of democracy with meaningful non-democratic constraints. It signals that while elections are held and some civil liberties are present, the regime does not meet widely accepted criteria for full democracy. The term is less standardized than "hybrid regime" or "illiberal democracy" and is used chiefly as a descriptive label in political science to characterize regimes in transition, consolidation, or backsliding.

Typical features include elections with imperfect competitiveness, allowed but often marginal opposition parties, and some level of civil society activity alongside restrictions on media independence and political dissent. Judicial and security institutions may exist but operate under substantial informal or formal control by the ruling authority. Executive power tends to be concentrated, accountability mechanisms are weaker than in a liberal democracy, and rule-of-law norms may be selectively applied. The mix of democratic and nondemocratic practices can be pervasive across multiple institutions, creating a regime that preserves formal democratic forms while undermining substantive democracy.

Context and usage vary. Some scholars use semidemocratic to describe transitions between authoritarian and democratic systems or to depict regimes that drift toward greater authoritarian practices while preserving certain electoral or legal veneers. Others prefer terms such as “hybrid regime” or “electoral autocracy” to capture similar phenomena, arguing that semidemocracy can be too vague or imprecise for rigorous comparative analysis.

Critics contend that the label lacks clear criteria and may obscure the degree of democratic erosion. Proponents argue that it highlights the coexistence of democratic mechanisms with persistent undemocratic power, offering a useful shorthand for transitional or fragile political orders.
