Kulturoret

Kulturoret is a term used in Nordic and international policy discourse to describe cultural rights—the set of entitlements that enable individuals and communities to access, participate in, and benefit from culture, to create and share cultural expressions, and to protect the moral and material interests of creators. The word blends kultur (culture) with rett/rätt (right) and is employed to emphasize culture as a fundamental domain of public life rather than a private good.

In international law, cultural rights are connected to rights to participate in cultural life and to benefit from scientific and cultural developments. While kulturoret as a specific label is not uniformly codified, the underlying concept informs instruments and debates within UNESCO, the Universal Declaration of Human Rights, and related regional frameworks.
