Kommunalitet

Kommunalitet is a legal and organizational concept describing the status and practice of local self-government by municipalities within a state. It denotes the extent to which municipalities have autonomy to govern local affairs, formulate policies, and manage resources, while remaining part of the national constitutional order. The term is used in several Nordic and Baltic legal traditions to describe how local communities govern themselves within a broader state framework.

In practice, kommunalitet encompasses a municipality’s competences, governance structures, and financial arrangements. Typical powers include urban planning and zoning, local transport and infrastructure, provision of education and social services, water and waste management, property administration, and cultural activities. Municipalities are usually governed by elected councils and an executive body such as a mayor or municipal board. Revenues are raised through local taxes, fees, and state grants, with budgets prepared and adopted at the local level and subject to statutory controls or audits to ensure accountability and legality.

The degree of kommunalitet varies across countries and reforms. Some jurisdictions guarantee broad autonomy and fiscal independence for municipalities, enabling significant local policy discretion.
