Funding is typically framed as progressive and mandatory, combining taxation and payroll contributions, with explicit rules to guard against fraud and to preserve long-term sustainability.

Origins and usage: The term occurs mainly in theoretical debates about welfare-state design and in thought experiments. It is rarely used in formal policy documents and is often presented as an aspirational endpoint or as a foil to more market-oriented or targeted approaches.

Key features: universal eligibility; automatic benefit triggers; clearly defined rights and duties; independent governance and audit mechanisms; and transparent budgeting. The aim is to treat insurance against life risks as a public good, reducing poverty and economic volatility while strengthening social cohesion.
