Kattojärjestö

A kattojärjestö, or an umbrella organization, is an overarching body that brings together a group of member associations or organizations within a field. Its purpose is to coordinate activities, represent common interests, and strengthen the collective impact of the sector. By pooling resources and aligning strategies, member groups can address shared challenges more effectively than acting alone.

Typical functions include advocacy and policy representation to government and public agencies; development and dissemination of standards, best practices, and training; coordination of campaigns and communications; fundraising and distribution of funding or support to members; organizing conferences, events, and joint projects; and providing administrative services such as legal advice, insurance, or member databases. Governance is usually via a board elected by the members, with a general assembly or council for major decisions.

Umbrella organizations are common in many sectors, including sports, culture, youth work, civil society, and labor or professional associations. They serve as a liaison with national authorities and international bodies, help establish common rules, and play a key role in sectoral development and legitimacy. Membership criteria, funding models, and decision-making processes vary by organization and jurisdiction.
