Highneed is a term used in public policy, health care, and education to describe populations or individuals with substantial service requirements. It is not a formal medical diagnosis but a descriptive label used to identify those at greater risk of adverse outcomes or with higher demand for resources. The concept emphasizes the concentration of needs across health, education, housing, and social support systems.

In health care, high-need patients are typically those with multiple chronic conditions, complex care needs, or high utilization of services such as hospital admissions and emergency care. They often experience significant social risks, such as poverty or housing instability, that affect health outcomes. Effective approaches include care coordination, case management, patient-centered medical homes, and integrated teams that connect primary care, specialists, social services, and community resources. Measurement relies on health utilization data, disease burden, and social risk indicators.

In education, high-need students refers to learners who face substantial barriers to academic success, including poverty, English language learning, homelessness, foster care placement, or disability. High-need designations guide targeted funding and services, such as additional tutoring, counseling, tutoring, afterschool programs, and family engagement efforts. Schools or districts identified as high-need often receive supplemental resources aimed at reducing achievement gaps and improving stability and access to opportunities.

Assessment and policy implications involve needs assessments, risk stratification, and data on social determinants. While the label helps allocate resources, it also raises concerns about stigma and the accuracy of classifications, given the dynamic and intersectional nature of needs. Efforts typically stress coordinated, person-centered approaches and ongoing evaluation.
