Greuges

Greuges is the Catalan term for grievances or complaints, particularly those directed at public administration or public bodies. In Catalan-speaking regions, the word is closely associated with the institution of the ombudsman, whose official title is Síndic de Greuges (Ombudsman). The office operates as an independent public watchdog whose mandate is to protect civil rights, ensure fair administration, and address maladministration by public authorities.

Citizens and organizations may file complaints with the Síndic de Greuges about delays, discrimination, procedural irregularities, or violations of rights by public administrations, including local councils and regional governments. The office can also initiate investigations on its own initiative. After examining complaints, it issues findings and, where appropriate, recommendations or remedial measures. Public authorities are expected to respond and report on actions taken. The Síndic de Greuges publishes annual reports that summarize activity and identify systemic issues.

Scope and limitations: the remit typically covers public administrations and services; private matters are outside its competence unless they involve a public body. The exact powers and appointment procedures are defined by law and vary among Catalan-speaking jurisdictions. Similar Síndics de Greuges exist in related regions, such as the Valencian Community and Andorra, reflecting a shared legal-cultural tradition.
