Gesamtplan

Gesamtplan is a German term for a comprehensive, integrated plan that coordinates objectives, measures, and resources across multiple sectors or sub-plans to achieve an overarching goal. It is widely used in public administration, urban and regional planning, disaster and crisis management, and corporate strategy in German-speaking contexts. The term emphasizes coherence and cross-cutting integration more than a simple collection of individual plans.

A Gesamtplan typically covers problem definitions, goals, scope, strategic objectives, concrete actions, timelines, responsible actors, budgetary implications, risk assessment, performance indicators, and an evaluation and revision process. It is designed to align diverse initiatives so that they reinforce each other rather than operate in isolation, and to provide a single framework within which various projects are prioritized and managed.

Scope and process vary by context. Gesamtpläne can be municipal, regional, national, or sectoral, and may address areas such as housing, mobility, economy, environment, infrastructure, and resilience. They are often developed through participatory and inter-agency processes and may be mandated by law or policy. The preparation typically relies on existing planning frameworks and aims to create a coherent long-term strategy.

Relation to other terms: the Gesamtplan is closely related to the Masterplan and to instruments such as Integrationskonzept or Rahmenkonzept.
