Failihaldus

Failihaldus is the practice and set of processes for organizing, storing, retrieving, and managing electronic files and documents within an organization. It encompasses the structure of the file system, metadata, versioning, access control, retention schedules, and the lifecycle of information from creation to disposition. The goal is to make information findable, secure, and compliant with legal and organizational requirements.

Key elements include folder structure and naming conventions, metadata standards and taxonomies to describe content, version control to track edits, user access and permissions to control who can view or modify files, and retention and disposition rules that govern how long records are kept and when they are permanently deleted. It also covers backup, disaster recovery, auditing, and compliance with data protection regulations. Effective failihaldus supports efficient collaboration, enterprise search, and auditability of actions taken on records.

Implementations range from traditional file systems and cloud storage with folder hierarchies to dedicated document management systems that provide advanced features such as full-text search, OCR, automated metadata extraction, workflows, and records management. A successful failihaldus program often relies on a documented policy, user training, and ongoing governance to prevent sprawl, redundancy, and inconsistent metadata. The approach should be aligned with business processes and regulatory requirements through clear ownership and regular reviews.
