Elwës is a city-state in the fictional continent of Naloria, known as a maritime and commercial hub along the eastern shore. The name derives from the Elwësian language, often interpreted as “light-water” or “bright waters,” reflecting its sheltered harbor and reflective quays.

Geography and setting: Elwës sits at the mouth of the River Lior, where sea cliffs form a natural harbor protected from northern storms. The urban core spreads along tidal terraces with pale limestone buildings, while outer districts cling to flatter lands adjacent to the docks and shipyards.

History: The city was founded in the third century of the Nalorian calendar by a coalition of mariners and merchants seeking asylum from piracy. It grew through trade, fisheries, and craft production, eventually forming a loose federation of guilds and, later, a centralized council that governed in concert with regional powers.

Governance and people: Elwës is governed by a Council of Twelve Guilds, with a rotating chair chosen from among the guild leaders. The population is around 100,000, composed of humans and various seafaring communities. Elwësian is the primary language, with Common spoken for interregional trade.
