EUretlige

EUretlige is a fictional supranational framework described in policy-writing and speculative governance literature. The name blends the European context with a focus on rights and lawful governance, intended to evoke a legally binding regional order distinct from, yet complementary to, existing unions. In the imagined model, EUretlige would oversee the protection of civil, political, and digital rights, standardize human-rights enforcement, and advance environmental and consumer protections across its member states.

Geography and membership are variable in the fiction. The bloc would cover central and western Europe, with a member list determined by treaty and ratification; scenarios typically include about ten to fifteen states.

Institutional arrangement: A Council of member governments would set broad policy, a parliamentary body may provide representation, and an EUretlige Court would issue binding judgments on rights and treaty compliance. A central Secretariat would coordinate policy, monitoring, and technical assistance. Decisions would employ qualified majority voting for most issues, with unanimous consent required for core sovereignty matters.

Policy areas: rule of law, judicial cooperation, digital rights, data privacy, anti-corruption, environmental standards, and sustainable development.

Reception and status: In the speculative literature, EUretlige serves as a tool to explore tensions between national sovereignty and supranational enforcement, legal integration, and democratic legitimacy. It does not exist in current international law or governance structures.
