EUresidents

EUresidents is a non-official term used to describe people who reside within the European Union. It includes two broad groups: EU citizens who live in a member state other than their own, and non-EU nationals who have obtained legal residence in an EU country. Because the EU does not issue a single residence permit, the exact rights and procedures depend on the individual's status and the host member state.

The legal framework for EUresidents rests on two pillars. First, the freedom of movement for EU citizens, established by the Treaty on the Functioning of the European Union and reinforced by Directive 2004/38/EC, allows EU nationals to move, reside, work, study, and access social benefits in other member states under certain conditions. Second, non-EU residents may gain long-term or permanent residence through national schemes or EU-wide pathways. The EU Blue Card, based on Directive 2009/50/EC, provides a fast-track residence and work permit for highly skilled non-EU nationals, with the possibility of long-term status after several years. Long-term resident status defined by Directive 2003/109/EC grants a more stable residence right across the EU.

Rights and limitations vary by status and country. EU citizens generally enjoy broad movement and equal treatment in work and education, while access to certain public services or political rights may depend on local rules. Non-EU residents often face additional administrative steps and may have privileges tied to specific permits, work, family reunification, or asylum procedures.
