Diskretionaarne

Diskretionaarne is an Estonian adjective meaning relating to discretion or dependent on personal judgment rather than fixed rules. It describes actions, decisions, or powers exercised at the discretion of a person or authority. In this sense, diskretionaarne denotes a latitude to choose or decide within a given framework.

In legal and administrative contexts, diskretionaarne otsustusvõime or diskretionaarne kaalutlus refers to the freedom officials or bodies have to decide cases, implement measures, or set conditions within policy limits. It captures the idea that some outcomes are not predetermined by statute or regulation but are guided by professional judgment and prudence. The degree of discretion can vary and is often bounded by accountability mechanisms and overarching objectives.

In finance and budgeting, diskretionaarne describes activities not strictly mandated by rules but chosen by a manager or organization. For example, discretionary spending involves expenditures chosen at the discretion of management, and discretionary investment management refers to portfolio decisions made on behalf of a client under an agreed mandate.
