Dataomistajista

Dataomistajista (Finnish for "data owners") is a concept used in information governance to describe individuals or roles within an organization who are ultimately responsible for a data asset. In practice, a data owner holds accountability for the asset’s use, quality, protection, and alignment with business objectives and regulatory requirements.

Responsibilities typically include defining and approving data classification levels, establishing data definitions and metadata, authorizing access and sharing of the data, setting retention and disposition rules, and ensuring data quality and integrity. Data owners may delegate operational tasks to data stewards or custodians, but retain ultimate accountability.

Data owners participate in data governance programs, working with IT, data protection officers, compliance teams, and security functions to translate policy into practice. In large or multi-domain organizations, ownership is often distributed by data domain (for example, customer data owner in sales and marketing; supplier data owner in procurement). The owner is also responsible for risk assessment related to the data and for ensuring appropriate controls are in place to mitigate privacy and security risks.

Challenges arise in cross-functional environments where multiple owners share responsibility, in balancing openness with privacy requirements, and in keeping ownership records up to date, especially in cloud-based or outsourced arrangements. Data owners must coordinate with data stewards, technical owners, and external partners to maintain data governance.

Relation to legal roles: while data owners are a governance and business-role concept, in legal terms the closest analogue is the data controller (rekisterinpitäjä) in many jurisdictions. Data owners work with the controller to ensure compliance and accountability.
