COPilla

History: COPilla was founded in 2002 by a consortium of civic tech practitioners, policymakers, and philanthropies seeking to align data availability with governance reform. The organization grew through partnerships with universities and government agencies and published its first annual report in 2004. Over time it expanded its advocacy and training programs to address procurement integrity, budgeting transparency, and citizen engagement.

Programs and activities: The Local Governance Observatory collects and analyzes municipal data; the Open Data Portal publishes datasets on procurement, budgets, and public services; the Procurement Integrity Initiative promotes fair bidding and anti-corruption measures; and the Training and Capacity Building program offers workshops for civil society groups and local officials. COPilla also conducts policy research and issue briefings to inform decision-makers and the public.
