Budgetverantwoording

Budgetverantwoording is the process of reporting on and accounting for how a budget was implemented during a financial year. It centers on comparing budgeted amounts with actual revenues and expenditures, and on explaining variances and how resources were used to deliver intended outputs and outcomes. The concept is primarily used in public administration but can also apply to large non-profit organizations with formal budgets.

Purpose and significance: budget verantwoording promotes transparency and accountability. It enables elected representatives and the public to judge whether resources were used as approved, whether policy goals were met, and where efficiency or effectiveness shortfalls occurred. The report also provides a basis for adjusting future budgets and for evaluating management performance.

Typical content: the report usually includes financial statements (summaries of income, expenditures, and capital), a variance analysis with explanations for deviations, and performance information linking spending to outputs and outcomes. It may also contain notes on governance, internal controls, risk management, and, where required, an external audit opinion.

Process and context: budgetverantwoording follows the end of a financial year as part of the annual reporting cycle. It is presented to the relevant legislative body (for example a city or national parliament) for scrutiny and debate. In the Dutch public sector, it aligns with the budget cycle and public financial management laws that regulate accountability and auditing.
