Beszédsorrend

Beszédsorrend, or the speaking order, is the sequence in which participants are permitted to address a formal assembly during debate. It is established by standing rules or determined by the presiding officer, and it governs who may speak, when, and for how long. The purpose is to organize discussion, ensure fairness, transparency, and an auditable record of contributions.

In most deliberative bodies, a procedure known as a speaker list or floor order is used. Members request the floor, the chair places them on a list, and calls the next speaker in turn. Speaking time is typically limited, and the body may allow extensions or rotating turns for groups or parties. Interruptions are usually restricted to points of order or clarifications, and only with the chair’s permission. If the list is exhausted, the assembly may close debate or move to a vote.

Contexts include parliaments, local councils, corporate or association meetings, and academic or conference settings. The exact rules vary by jurisdiction and organization, but the core aims remain: to provide equal opportunity to speak, to prevent disorder, and to create an official record of contributions. Some systems privilege certain speakers (e.g., government vs opposition, committee members) or use time allocations that differ by topic.
