Beslutningsoplæg

Beslutningsoplæg, or decision proposal, is an administrative document used in Danish public administration and large organizations to present the recommended course of action to a decision-making body. It is prepared by the administration and targeted at elected representatives or senior management.

The document typically includes: a short description of the problem and the objectives; an analysis of options (including the status quo); anticipated consequences and benefits; financial implications (costs, financing, and expected savings); legal or regulatory considerations; risks and mitigation measures; implementation plan and timeline; responsible departments and persons; and a recommended decision or preferred alternative.

Process: It is drafted by the relevant department, often in consultation with other stakeholders, and circulated to the relevant council committee or full council. It aims to provide a clear, evidence-based basis for a decision and to form the basis of a resolution or decision text. The decision may be binding or advisory, depending on context.

In Danish practice, beslutningsoplæg also supports transparency and accountability by providing a documented rationale for decisions and, in many cases, making the material publicly accessible as part of council papers.

Use: Common for municipal councils (kommunalbestyrelse), regional councils, and ministries, often covering major investments, policy changes, reorganizations, or legal matters.
