Behovsbedömning

Behovsbedömning, or needs assessment, is a structured process used to identify and document an individual’s or group’s current and future requirements for services, support, or resources. The goal is to determine what help is necessary and appropriate, and to provide a basis for planning and decision-making. The approach is typically person-centered and involves the person themselves, and often family or informal caregivers, together with professionals from relevant sectors.

The assessment process typically includes gathering information through interviews, observations, and available records. It may also involve standardized screening or assessment tools. Areas commonly examined include functional ability, health status, social networks, living conditions, safety, and risk factors. Based on the findings, a plan or package of services is formulated, containing recommended interventions, goals, and resource allocations. Re-evaluation is frequently built into the process to adapt to changing needs.

Behovsbedömning is applied across sectors such as social services, healthcare, education, and housing. In social services, it supports eligibility decisions and the design of support packages; in healthcare, it informs discharge planning and coordinating care; in education, it helps determine necessary accommodations or support services; in housing, it can guide subsidized or assisted living arrangements.

Key principles include respect for consent, confidentiality, and rights; a commitment to equity and person-centered care; and the use of objective information and, where possible, standardized methods. Outputs typically include a documented assessment, a tailored care or service plan, referrals to appropriate services, and ongoing monitoring to ensure that the support remains aligned with current needs. Limitations can include subjectivity, resource constraints, and inconsistent implementation.
