Basismaßnahmen, or basic measures, denote a set of foundational actions intended to reduce risk, improve safety, and support compliance. They function as baseline controls that should be implemented before more specialized or advanced measures. Implementation usually proceeds from risk assessment to selection and deployment of baseline controls, followed by documentation and periodic review.
