Arbeidsopphold

Arbeidsopphold is a Norwegian term describing a residence permit that allows a non-Norwegian citizen to reside in Norway for the purpose of employment. It is issued under the Utlendingsloven (Immigration Act) and is usually tied to a specific job and employer. The permit is processed through the Norwegian Directorate of Immigration (UDI) and, upon arrival, a residence card is issued by the Police. For citizens of the EU and EEA, freedom of movement generally applies and a separate arbeidsopphold permit is not always required, though registration may be necessary for longer stays.

Application and criteria

Most non-EU/EEA applicants apply for a work and residence permit before entering Norway, though some categories can be applied for from within the country. Requirements commonly include a valid job offer, terms of employment that meet Norwegian standards (including salary), and documentation showing the employer is authorized to hire foreign workers. The exact conditions vary by category, such as skilled workers, seasonal work, internships or trainees, researchers, and other professional groups. Duration and renewal

Arbeidsopphold permits are issued for a defined period, typically corresponding to the duration of the employment contract, and may be renewed if the employment continues to meet the permit’s conditions. After a period of lawful residence with a work permit, applicants may become eligible for permanent residence, subject to the applicable criteria.

Rights, obligations and changes

Permit holders may reside and work in Norway for the specified job and employer. The permit is usually linked to that job; changing employer or occupation often requires a new or updated permit. Holders must pay taxes, comply with Norwegian laws, and report changes in employment, address or family status to the authorities. If the employment ends, the permit may be revoked or require the holder to leave Norway unless another qualifying job is found.
