Alarmfasen

Alarmfasen, or alarm phases, refer to a structured sequence of escalation used in emergency management and public safety to alert, mobilize and coordinate response to threats or incidents. They define the progression from initial detection and notification to increasing levels of resource deployment and operational control.

The purpose of alarmfasen is to standardize response, clarify roles, and ensure timely decision making. Phases are typically defined by authorities or organizations and may be numbered or color-coded. They are triggered by incident severity, available information, and risk assessment, and they determine which units are mobilized, what communication channels are used, and what public warnings are issued.

Structures vary by country and organization but commonly follow tiers such as early or alarm phase, escalation phases, and full deployment. Examples include: a first phase focusing on alerting on-call staff; a second phase enlisting additional emergency services; a third phase mobilizing regional or national resources; and, in some systems, a fourth phase for catastrophe management. Some systems use color codes (for example, green, yellow, orange, red).

Implementation relies on standard operating procedures, regular drills, and interoperable communication systems. Public warning networks and internal command structures link the alarm phases with decision making, resource management, and demobilization after the incident. Because definitions differ, organizations publish their specific criteria in guidelines and incident action plans.
