Aktiveringspolitik, or activation policy, refers to publicly funded strategies aimed at increasing labour market participation by requiring or encouraging unemployed and other inactive groups to engage in work-related activities. The core idea is to turn welfare support into a system that actively helps people become employed, rather than simply providing passive income.

Activation policies typically combine a range of instruments. These include job search assistance, career counseling, skills training, wage subsidies for employers, subsidized or public employment programs, apprenticeships, and mandatory participation in activation activities for eligible beneficiaries. Policy design often varies along a spectrum between "work-first" approaches, which emphasize rapid placement in any available job, and "training-first" approaches, which prioritize upgrading skills before job placement. Some programs also impose conditionality or sanctions for non-compliance, while others emphasize supportive services and individualized planning.

Rationale for activation policies rests on several arguments: reducing unemployment by shortening benefit duration, improving employability through targeted training, and reducing long-term welfare dependency. Proponents contend that activation fosters work incentives and social integration. Critics, however, point to limited evidence of long-term gains, the risk of stigmatization, and administrative complexity. Concerns are raised about potential penalties for those facing health, caregiving, or geographic barriers, and about whether programs address root causes of unemployment or merely push people into unsuitable work.

Across countries, activation policy designs reflect different welfare-state models and labour-market conditions. Nordic systems often emphasize coordinated support and training, while other regions mix sanctions, job placement, and employer subsidies differently.
