The concept focuses on creating a multilayer cap that reduces the movement of liquids and gases between the surface and the subsurface, thereby limiting environmental risk.

A typical afdekkingslaag consists of several layers arranged in a specific sequence. This can include an impermeable or low-permeability barrier (such as a geomembrane or compacted clay) to minimize water percolation, a drainage layer to safely collect and redirect infiltrating water, a filtration layer to prevent clogging, and a topsoil layer with vegetation to stabilize the surface and reduce erosion.
