In Estonia, as in many countries, õigusaktid form the hierarchy of norms, with the Constitution of the Republic of Estonia at the apex. Below the Constitution, statutes (seadused) are enacted by the Riigikogu, the Estonian parliament. These statutes provide detailed regulations on various aspects of life and governance.

Further down the hierarchy are regulations (määrused), which are issued by the government or ministries to implement and detail the provisions of statutes. These are more specific and administrative in nature. Local governments also issue their own regulations (kohalikud määrused) to govern matters within their territorial jurisdiction. The process of creating õigusaktid typically involves drafting, parliamentary debate, voting, and promulgation. Once enacted, they are generally binding on all individuals and entities within the jurisdiction. The interpretation and application of õigusaktid are the responsibility of the courts, which ensure that they are applied consistently and fairly. They are crucial for maintaining order, predictability, and justice in society.
