õigusseaduse is an Estonian term that translates to "law" or "legislation" in English. It refers to the body of rules and principles that govern the conduct of individuals and organizations within Estonia. The primary source of law in Estonia is the Constitution (Põhiseadus), which establishes the fundamental rights and freedoms of citizens and the structure of government. Below the Constitution are statutes (seadused), which are passed by the Riigikogu and cover a wide range of areas, including criminal law, civil law, administrative law, and economic law. In addition to statutes, there are also regulations (määrused) issued by government ministries and other executive bodies, which provide more detailed rules for the implementation of statutes. Case law, while not a primary source of law, plays a role in interpreting and applying legislation.
