Virkemiddelapparatet is a term used in public administration and political science to describe the total set of policy instruments available to a government for achieving its objectives. It encompasses the tools governments deploy to influence behavior, allocate resources, and steer outcomes across areas such as economy, environment, health, and social welfare. The concept includes both formal rules and the practical means used to implement them, such as legal instruments, economic incentives, information campaigns, and direct provision of services.

Three broad families are commonly distinguished: regulatory instruments (laws, standards, licensing, and enforcement); economic instruments (tax incentives, subsidies, grants, fees, and tradable permits); and information-based and behavioral instruments (public information, labeling, campaigns, nudges). Direct provision and procurement by the state also form part of the virkemiddelapparatet. In practice, policies often rely on a mix of instruments to reinforce effects, reduce errors, and adapt to changing circumstances.

Use and analysis: the concept is employed to study how policies are designed, implemented, and revised, with attention to effectiveness, efficiency, equity, administrative burden, and political feasibility. It provides a framework for comparing approaches within sectors or across countries and for examining how instruments interact with institutions, markets, and public opinion.

Examples include climate policy with carbon taxes or emissions trading, environmental regulation and permits, health policy with vaccination programs and medicine regulation, and urban policy through zoning, subsidies, and information campaigns.
