Virkasuhteet, in Finnish public administration, refer to the legal status and employment relationship of persons who work within the public sector under public-law rules. The term describes the relationship between a public employer (such as the state, a municipality, or a public-law entity) and an employee who holds a public office or performs official duties governed by public legislation. Virkasuhteet are distinct from ordinary private-sector employment, which is typically regulated by general employment law or private contracts.

Scope and examples: Virkasuhteet cover a broad range of public service positions, including many civil servants and staff in the central government, local government, courts, police, and health or social services. Not all public employees are in virkasuhte; some work under ordinary employment contracts (työsuhde) governed by general labor law.

Legal basis and duties: The terms of service are created and regulated by statutes and regulations. A competent authority appoints the employee, and the duties often include obligations such as loyalty to the state, official confidentiality, and compliance with higher standards of conduct. Public-service rules also govern prohibition of conflicts of interest and other ethical requirements.

Tenure, remedies, and pay: Virkasuhteiset may enjoy certain job-security guarantees and established tenure in appropriate positions. Disciplinary measures and termination follow formal procedures and remedies, often including administrative review. Remuneration follows public-sector pay scales and pension arrangements, which are typically separate from private-sector schemes.
