Veropolitiikka, or tax policy, refers to the set of government strategies and laws that govern how taxes are designed, implemented and used to fund public services and influence economic behavior. It encompasses decisions about which taxes exist, at what rates, who bears the tax burden and how revenue is allocated in the budget.

The main objectives of veropolitiikka are to raise sufficient revenue for public goods and services, promote equity and redistribution, secure economic efficiency, and provide signals that influence behavior and investment. Tax policy can also pursue policy goals such as environmental protection, employment support or technological innovation. In many countries it is coordinated with broader fiscal and monetary policies to support macroeconomic stability.

Instruments commonly used in veropolitiikka include direct taxes (for example income and corporate taxes) and indirect taxes (such as value-added tax and excise duties). Governments adjust tax rates, define tax bases, and provide deductions, credits or exemptions to shape distribution and incentives. Structure and progressivity—whether the system relies on progressive income taxes, proportional corporate taxes, or other forms—are central design questions. Administrative tools, compliance rules and efforts to simplify the system also belong to tax policy, as do targeted instruments like environmental taxes or tax relief for research and development.

Governance involves the government, finance ministries, and the tax administration, often with parliamentary oversight. Policy changes are typically debated through fiscal policy processes, benchmarking against international standards and responding to economic conditions, democratization of tax systems, and global cooperation on bases for taxation and avoidance, such as BEPS initiatives. Veropolitiikka remains a dynamic field, balancing revenue needs with fairness, simplicity and competitiveness.
