Historically, arsenals emerged with centralized armories as states organized military power. Notable examples include the Royal Arsenal at Woolwich (UK) and Springfield Armory (USA). In modern times arsenals tend to be highly automated and integrated with supply chains, security systems, and disaster-preparedness planning.

Governance typically lies with defense ministries or military services, with civilian support for logistics. Operations are governed by national law and, where relevant, international arms-control and end-use regimes to prevent illicit trafficking and unauthorized transfers.

In peacetime they stock standard-issue materiel and manage distribution to units; in operations they support mobilization and resupply; they also handle decommissioning and disposal of surplus weapons. Safety, environmental controls, and personnel reliability are central to minimizing risk.
