An arsenal is a facility where weapons, ammunition, and related military equipment are stored, maintained, produced, or distributed. Arsenals are typically government-owned or controlled, though private firms may operate parts of the process under strict oversight. The term originally referred to a naval or military storehouse and is used for both physical locations and collections of resources.

Functions commonly include secure storage, inventory control, maintenance and repair of equipment, manufacturing or refurbishment of weapons and components, testing and quality assurance, and the logistics of supplying units. Arsenals often integrate production facilities, workshops, and depots to support a standing army or navy.

Types include national arsenals that serve a country’s armed forces, naval arsenals associated with ships and fleets, and regional or service-specific arsenals. An arsenal may also encompass armories, which primarily issue weapons to personnel. Historically, large arsenals were central to defense industries; notable examples include the Venice Arsenal and the Royal Arsenal at Woolwich.

Security and regulation are central concerns. Access is tightly controlled, with trained personnel, surveillance, and strict handling of explosives, ammunition, and sensitive technologies. International law governs the transfer and destruction of munitions and governs safety standards.

Etymology and usage: The term derives from the Italian arsenale (from Latin and possibly Arabic roots) meaning a workshop or store for weapons. In modern rhetoric, the phrase arsenal of democracy has been used to describe a country’s industrial capacity to supply allies during wartime.
