Disaster preparedness refers to the deliberate activities and measures taken before a potential disaster to minimize harm, reduce vulnerability, and improve readiness to respond and recover. It encompasses planning, training, resource management, and public education, with the aim of preventing or mitigating damage, saving lives, and accelerating recovery when an incident occurs. Preparedness applies across sectors and scales, from individuals and households to communities, organizations, and governments.

Core elements include risk assessment to identify hazards and vulnerabilities; mitigation to reduce exposure; preparedness planning to establish roles, procedures, and communication channels; and readiness activities such as drills, early warning systems, evacuation routes, shelters, and stockpiling of essential supplies. Response and recovery planning focus on incident management, continuity of services, information sharing, and rebuilding in ways that reduce future risk.

Preparedness operates at multiple levels. Individuals and families maintain emergency plans and supply kits; organizations develop business continuity and disaster response plans; local authorities coordinate sheltering, evacuation, and critical services; and national and international frameworks provide guidance, funding, and coordination. Public information campaigns and education improve knowledge and confidence to act during crises.

Governance and assessment are ongoing processes. Nations may align with international frameworks such as the Sendai Framework for Disaster Risk Reduction, integrating disaster risk management into urban planning, infrastructure, and climate adaptation. After-action reviews, drills, and performance metrics help identify gaps and enhance resilience, equity, and rapid recovery for diverse communities.
