The term valtaalue (authority area) refers to the geographic scope within which a specific public authority or institution exercises its power. In Finland, the concept is used in several contexts, most notably in law, municipal governance, administration of justice and electoral division.

According to Finnish legislation, a valtaalue is defined by statutes, regulatory acts or official directives. The authority bound to a valtaalue may be a municipality, a regional council, a judicial district, a public administration agency or an elected body. The boundaries are often expressed in terms of land survey coordinates, cadastral units or natural landmarks.

Municipalities (kunnat) are the primary valtaalue holders. Their responsibility for education, health care, social services, infrastructure and environmental protection is limited to the municipal territory. Some responsibilities are shared with regional councils (aluehallintokunnat) which have valtaalue covering several municipalities.

Judicial valtaalue is held by courts; for example, a district court (valtakunta) serves a defined region, handling civil and criminal cases within that area. Electoral valtaalue, such as parliamentary districts, determines the constituencies for elected representatives.

In practice, a valtaalue can change as legal reforms take place, borders are adjusted or administrative realignments occur. The concept is therefore central to the functioning of the rule of law and the organization of public services.
