Vaesusraamistike, often translated as poverty frameworks, refers to the conceptual tools and theoretical approaches used to understand, analyze, and address poverty. These frameworks provide a lens through which different actors, such as policymakers, researchers, and international organizations, interpret the causes, consequences, and potential solutions to poverty.

One common framework is the absolute poverty approach, which defines poverty based on a minimum standard of living necessary for survival, often measured by income or consumption below a certain threshold. In contrast, the relative poverty framework views poverty as a state of being deprived of the resources, opportunities, and lifestyle considered normal within a particular society. This perspective highlights social exclusion and inequality as key dimensions of poverty.

Another important distinction is between individualistic and structural frameworks. Individualistic approaches tend to focus on personal characteristics, behaviors, or choices as primary drivers of poverty, suggesting solutions like skills training or individual responsibility. Structural frameworks, on the other hand, emphasize broader societal factors such as economic systems, political structures, discrimination, and lack of access to education or healthcare as root causes of poverty, advocating for systemic change.

More contemporary frameworks also incorporate multidimensional aspects of poverty, recognizing that it encompasses not only income but also health, education, housing, security, and political voice. These multidimensional poverty indices aim to provide a more comprehensive understanding of deprivation.
