Utbetaler is a Norwegian term for a person or organization that disburses funds to another party. In finance, administration and welfare, the utbetaler is the entity responsible for making payments or benefits to recipients (mottakere). The word comes from ut- meaning “out” and betaler meaning “payer,” indicating the act of paying out funds.

In practice, utbetalers appear in several contexts. In employment, the employer acts as utbetaler by paying wages and salaries. In pension schemes and social security, a government agency, a pension fund, or a similar body acts as utbetaler of benefits. In insurance, the insurer or an administrator pays claims to policyholders or beneficiaries. The utbetaler is typically required to comply with agreements on timing, amount, taxes, reporting, and documentation, such as payslips or benefit notices.

The term is commonly used in contracts and administrative guidelines to designate the payer party and distinguish it from the recipient, or mottaker, of funds.
