tvärutskott

Tvärutskott, literally “cross-committee,” is a term used in Swedish public administration and parliamentary practice to describe a committee formed to handle issues that span several policy areas or standing committees. It is typically a temporary or ad hoc body, created to improve coordination and coherence across ministries or parliamentary groups.

The primary purpose of a tvärutskott is to address cross-cutting policy questions that do not fit neatly within a single subject committee. Its tasks often include gathering information from multiple sources, producing coordinated policy recommendations, preparing legislative proposals, and ensuring that different policy areas are aligned in implementation and oversight. Tvärutskott may also monitor cross-cutting reforms and oversee cross-ministerial programs.

Composition and formation vary with the mandate. Members are usually drawn from representatives of relevant parliamentary committees, and may include civil servants, experts, and occasionally external stakeholders. The chair is typically appointed by the Speaker or by agreement among party groups. Establishment is generally time-limited, with a defined mandate and a deadline to report back to the Parliament or to the relevant ministers.

Relation to other bodies: tvärutskott complement standing committees rather than replace them. They provide a cross-cutting viewpoint and coordinate work on issues requiring joint consideration, with recommendations that can shape legislation or government action. Examples include cross-ministry coordination on climate policy, digitalization, EU affairs, or social and economic reforms.
