The term is sometimes used to distinguish everyday driving in tunnels from construction or tunneling activities, which involve excavating new passages.

In modern infrastructure, tunnels can be road tunnels, railway tunnels, or utility/service tunnels. They are designed with features such as dedicated lanes or clearance, ventilation and fire-safety systems, lighting, CCTV, emergency exits, and pedestrian zones. The design must cope with limited natural ventilation, potential smoke development, and restricted access in emergencies. Tolling, speed limits, and restrictions on hazardous goods are common.

Safety and operations: Fire safety is a central concern; many tunnels employ longitudinal or transverse ventilation to control smoke, and robust evacuation routes and communication systems are standard. Regular maintenance includes inspection of lining integrity, drainage, lighting, and fire protection equipment. Traffic management centers monitor conditions and coordinate incidents, with closed-circuit television and incident response protocols.

Construction and management: Tunnels are built by methods such as cut-and-cover, bored tunnels using tunnel boring machines, or immersed-tube construction. After construction, infrastructure support—ventilation shafts, power supplies, and fiber networks—are integrated to support ongoing operation and safety.
