The triple helix is a model of innovation that emphasizes the interactive relationships among three major institutional spheres: universities, industry, and government. Proposed in the 1990s by Henry Etzkowitz and Loet Leydesdorff, it argues that knowledge-based economic and social development arises from the broad, reciprocal exchange of ideas, resources, and capabilities among these sectors.

In this framework, universities are not only centers of basic research and higher education but also engines of applied research, technology transfer, entrepreneurship, and policy dialogue. Governments shape research agendas through funding, regulation, and strategic priorities, and they facilitate collaboration through public funding schemes and quasi-public agencies. Industry contributes markets, capital, targeting of research to commercial opportunities, and the scaling of innovations. The interactions among these three spheres can create mutually reinforcing feedback loops that accelerate knowledge creation and diffusion, especially at regional levels.

The triple helix has influenced policy and practice, evident in university-industry partnerships, technology transfer offices, science and technology parks, and regional innovation initiatives. Some researchers extend the model with additional actors, resulting in “quadruple helix” or “quintuple helix” concepts that include civil society, media, or the environment, reflecting broader governance and societal implications.

Critics caution that the model can overstate collaboration benefits, blur lines of accountability, and inadequately address power imbalances, funding cycles, or unequal regional capacity. Empirical evidence on outcomes is mixed, and the framework is typically used as one lens within broader innovation system analyses.
