Townstates are political units in which sovereignty and governance are centered on a single town or urban core and its surrounding territory. The term is used mainly in historical, comparative, or theoretical discussions to describe a form between a full nation-state and an ordinary municipality. In a townstate, the core town usually exercises a high degree of self-government, with rights to tax, legislate, and adjudicate within its jurisdiction, while external autonomy varies by era and context. Townstates are distinct from city-states, since the territory may include rural hinterland or surrounding villages, and from large federations where municipalities have limited powers.

Governance is usually based on a charter or constitution granted by a higher authority or earned through historical practice. A town council or assembly, an executive officer such as a mayor or similar figure, and a local judiciary commonly define the political framework. Foreign policy and defense, if addressed at all, are negotiated through arrangements with neighboring states or central authorities. Economic policy—especially taxation, trade regulation, and public finance—often centers on the town’s markets and port, if present.

Historically, several medieval and early modern polities resembled townstates. Free imperial cities of the Holy Roman Empire, such as Lübeck and Nuremberg, exercised Imperial immediacy and substantial self-rule within a larger empire. Italian comuni and maritime towns also achieved high degrees of autonomy before consolidation into larger states. In contemporary discourse, the exact term is infrequent, but the concept informs discussions of urban autonomy and federalism.

Today, true townstates are rare; most urban centers operate as municipalities within nation-states or federations. Still, the concept is used in political science and urban studies to analyze how cities can consolidate authority, attract investment, and manage services within a constrained territory, while facing external pressures from higher political authorities.
