Tillgångslag is a term that sometimes appears in Swedish legal discourse to refer to a category of rules regulating access to land, resources, services, or information. It is not a formal name of a single statute, and there is no official Swedish act titled Tillgångslag. In practice, access issues are governed by established legal regimes, primarily property law (jordabalken) which regulates servitut (easements) and nyttjanderätt (tenancy in use). These rights create or recognise the ability to cross land, use utilities, or otherwise access a property for a defined purpose. Such rights are typically registered in the land register and bind successors, with specified scope, time limits, and compensation rules.

Access to public resources and infrastructure is often regulated by sector-specific laws and administrative decisions, balancing private property rights with public interests. Sweden also recognises non-property-based access regimes, such as allemansrätten, the public right to roam, which regulates non-commercial access to nature. Public access to information is governed by transparency principles and related legislation, such as the public access to documents principle (offentlighetsprincipen) and other data-handling laws.

In policy discussions, tillgångslag may be used to describe frameworks intended to ensure fair and non-discriminatory access to essential services (such as water, electricity, or communications) and to promote competition, while protecting property rights. The creation or modification of access rights generally requires consent, arbitration, or court decisions, depending on the context.
