statsforvalter
Statsforvalter is the head of the state administration in a Norwegian county, serving as the central government’s representative in the county. The role centers on ensuring that national policies and laws are implemented locally, supervising and coordinating state activities in relation to municipalities, and representing the government in regional affairs. The statsforvalter oversees a wide range of tasks including civil protection and emergency preparedness, environmental and land-use planning, social welfare and education enforcement, immigration matters, and other duties assigned by ministries. The office also handles inquiries and complaints related to public administration and acts as a bridge between residents, municipalities, and national agencies. The statsforvalter collaborates with municipal authorities, the police, and various state bodies to promote consistent administration across the county.
There are eleven statsforvaltere in Norway, one for each county, with offices located in the county capitals.
The title statsforvalter replaces the former fylkesmann as part of a reform to adopt neutral, state-centered
