A sotealue, or well-being region, is a regional unit in Finland formed by municipalities to organize, fund, and oversee social welfare and health care services for residents. The concept was developed to create more integrated, accessible, and cost-efficient services across municipal borders.

The main tasks of a sotealue include planning and delivering social welfare services (such as child protection, disability services, and elderly care) and health care services (including primary health care and, in some models, specialized medical care and emergency services). Governance and funding are organizationally distinct from individual municipalities. A sotealue is typically governed by a joint municipal authority or regional council whose members are elected by the municipalities it includes. Relationship to municipalities and residents is defined by the transfer of some decision-making responsibilities for social and health services from independent municipal authorities to the sotealue. Municipalities retain certain local roles, while residents receive services organized at the regional level.
