Skyddsåtgärder are planned actions intended to reduce or prevent harm to people, property, and the environment in relation to hazards such as accidents, natural disasters, and health threats. The concept covers both proactive measures to lower risk and reactive measures to limit consequences when events occur. Protective measures are applied across many sectors, including civil protection, emergency management, workplaces, healthcare, and environmental protection.

Protective measures can be technical, organizational, or administrative, and may include equipment such as barriers, alarms, ventilation systems, and fire suppression; procedures such as evacuation plans, incident command structures, and communication protocols; and policies such as risk assessments, training requirements, and access controls. Personal protective equipment is also considered a protective measure when appropriate.

Implementation typically follows a risk management process: identify hazards, assess likelihood and consequences, evaluate existing controls, and determine additional measures within feasible cost and impact constraints. Stakeholders, including authorities, employers, workers, and the public, are involved. Plans are documented, tested through drills, and reviewed regularly to incorporate new information and lessons learned.

In civil protection, skyddsåtgärder aim to protect lives and critical infrastructure during emergencies. In workplaces, they reduce injuries and exposure to hazards. In healthcare, they help prevent infection spread and protect staff and patients. Environmental protection measures limit contamination and exposures to pollutants.

Effectiveness is monitored through inspections, audits, incident analyses, and periodic re-evaluations. When situations change—for example due to climate change or technological advances—protective measures are updated to maintain their relevance and effectiveness.
