Semiperipheral actors are characterized by both developed economic institutions and exposure to external pressures, and they participate in capitalist accumulation while remaining vulnerable to domination by core powers.

Economies labeled semiperipheral typically exhibit moderate to high levels of industrialization and urbanization, a degree of economic diversification, and institutional capacity to mobilize capital. They often extract resources and cheap labor from peripheral regions and engage in trade and investment flows with core countries, while also attracting foreign direct investment from the core. This position can enable them to mediate between core and periphery, shaping terms of trade and political alignments.

The dynamics of the semiperiphery are inherently fluid. Semiperipheral states can facilitate the expansion of global capitalism by integrating peripheral producers and stabilizing regional markets. They may rise to core status through capital accumulation, technological development, and stable governance, or they can be displaced back toward the periphery by financial crises, shifts in core power, or internal fragilities.

Critics of the semiperipheral concept argue that it can oversimplify complex national trajectories and rely on a static typology. The set of countries considered semiperipheral changes over time and across analyses, reflecting evolving global power structures rather than fixed categories.

Examples commonly cited in discussions of the semiperiphery include Brazil, Mexico, and South Africa, with India and Turkey also appearing in various formulations. Modern usage remains contested and context-dependent.
