Schutters refers to a member of a schutterij, a historic civic militia or shooting guild in the Low Countries, especially in the Netherlands and Belgium. The word derives from the Dutch verb schieten, to shoot, reflecting its original function as an armed citizen corps.

Schutterijen emerged in the late Middle Ages as local urban militias organized for defense and order. They consisted of voluntary guilds or associations of townspeople, often including craftsmen, merchants, and farmers. Over time firearms became common, and schutterij members trained in marksmanship as well as drill. They developed ceremonial duties and selected officers such as a captain, lieutenants, and sergeants. In many towns they wore distinctive uniforms—bright jackets, sashes, and plumed hats—and participated in processions, religious events, and public celebrations.

Functions included city defense, policing in collaboration with civil authorities, fire prevention, and charitable activities. They also served as social fraternities, preserving local manners, music, drums, and banners. The annual schuttersfeest or shooting festival became a major regional tradition in Brabant, Limburg, and surrounding areas, featuring shooting contests, parades, and concerts.

Beginning in the late 18th and 19th centuries, military and political changes reduced the armed role of schutterijen. Many were disbanded or reformed as civilian cultural associations. Today, surviving schutterijen typically function as heritage organizations that maintain historical uniforms, regalia, and rituals, and organize public parades and shooting events as part of regional identity and tourism.
