Savodxonlik, or literacy, is the ability to read and write in a given language and to use those skills in daily life. In Uzbek discourse, savodxonlik generally refers to Uzbek-language literacy, but it also encompasses functional literacy that enables participation in education, work, and civic life. Modern understandings often include basic numeracy and reading comprehension as part of overall literacy.

Historically, literacy campaigns in the Soviet era contributed to high literacy levels across Central Asia, including Uzbekistan. Since independence in 1991, improving savodxonlik has remained a public priority, with reforms aimed at universal basic literacy, expanding access to education in rural areas, and promoting lifelong learning. In addition to mother-tongue instruction, there has been attention to multilingual literacy and to skills needed in a digital economy.

Measurement and current status: Literacy rates are usually reported as the share of people aged 15 and older who can read and write. National statistics agencies and international organizations monitor youth and adult savodxonlik, sometimes distinguishing functional literacy that covers the ability to perform everyday tasks and use digital tools. Uzbekistan continues efforts to raise savodxonlik still further, addressing urban-rural and gender gaps and adapting programs to changing social and economic needs.
