Samenwerking, or cooperation, is the process by which two or more actors produce outcomes by coordinating actions, sharing information and resources, and aligning incentives toward common goals. It can occur among individuals, groups, organizations, communities, or nations, and may be informal or formal, voluntary or mandated by law or policy.

Characteristics include mutual benefit, trust, clear communication, defined roles, governance mechanisms, and accountability. Successful cooperation relies on negotiated agreements, shared rules, and mechanisms for resolving disputes. Costs include coordination overhead, potential conflicts, and the risk of misaligned incentives.

Types include interpersonal cooperation (teamwork), organizational cooperation (alliances, joint ventures), sectoral or cross-sector collaboration (public-private partnerships, NGO networks), and international cooperation (treaties, development aid, global governance).

Examples are joint ventures between firms; consortia to fund infrastructure; city or regional collaborations; international organizations coordinating development projects. The aim is to achieve outcomes not easily attainable by a single actor alone.

Challenges include power imbalances, free-riding, information asymmetries, cultural differences, and changing external conditions. Effective cooperation strategies include clear objectives, measurable indicators, transparent governance, dispute-resolution provisions, and exit or modification clauses.

Etymology: in Dutch, the term is "samenwerking" (cooperation). The form "samewerking" is uncommon and typically considered a misspelling, as Dutch orthography uses "aa" for a long a sound.
