Roaming is a mobile voice, data, and SMS service provided to individuals and businesses by a network service provider while they are outside of their home location. This service allows users to use their mobile phones, sim cards, or other devices in foreign or unknown areas as if they were still at home. In the early days of cell phones, roaming was often associated with high costs and poor coverage.

In modern times, roaming is no longer a luxury but rather a standard feature. Most cellular networks offer seamless roaming to their customers across the globe. Mobile network operators set their own roaming policies for individuals and businesses based on their operations and contractual agreements with roaming partners. There are mainly two types of roaming: domestic and international, with the latter involving different countries.

Roaming is enabled by using the cellular frequencies compatible with the network of the country where the communication is being initiated. The cost of roaming varies greatly; users may be charged extra for roaming services depending on the type of services used, the provider of their device, and the communication's international character.

The legal regulations for roaming have been aligned with laws aiming at preventing misuse of roaming agreements. In 2017, the European Union implemented the Roaming Regulation to provide transparent roaming prices, bring down the retail roaming charges, and eliminate the existing restrictions that prohibited free roaming within the bloc.

In addition to individual roaming, mobile network operators also offer roaming plans for businesses. Large businesses have the opportunity to benefit from discounted roaming rates thanks to specific roaming arrangements negotiated with each network provider.
