Riigipoliitika, or state policy, denotes the set of objectives and actions through which a state seeks to organize and influence public affairs within a constitutional framework. It combines long‑term goals with concrete decisions and programs that affect multiple sectors of society, including the economy, social welfare, security, foreign relations, and administration.

The scope of riigipoliitika covers policy directions, regulatory frameworks, budgeting, and resource allocation. It aims to balance competing interests, support sustainable development, uphold the rule of law, and protect national security. Policy areas typically include economy and employment, education and research, health and social protection, environment and infrastructure, culture, and foreign policy.

The policy process follows a cycle that commonly includes agenda setting, policy formulation, decision making, implementation, monitoring, and evaluation. Key actors are the government and its ministries, the parliament, the presidency, independent regulatory agencies, local governments, the civil service, interest groups, and international partners. Public opinion and party platforms, as well as coalition agreements, influence the prioritization of policy goals.

Instruments of riigipoliitika include laws and regulations, fiscal and monetary measures, government programs, strategic plans, public investments, subsidies, tax policy, and international agreements. Riigipoliitika provides the overarching framework for all national public policy and is implemented within the constitutional order and, for many states, within international contexts such as the European Union and security alliances. In Estonia, riigipoliitika has historically reflected emphasis on governance efficiency, digital infrastructure, and cybersecurity alongside broader social and economic objectives.
